Where these numbers come from. Facility rates, targets and statuses for Q1 and Q2 are HHSC’s own published scorecard. Q3 rates are read from CMS’s public quarterly file and are marked CMS wherever they appear — HHSC has not scored that quarter, so no dollars are claimed for it. Component values, earnings and redistribution are HHSC’s published figures, not our estimates.

Component values are HHSC’s estimates. Actual payment is a per-member-month rate through the MCOs and floats with census — in Year 9 Q1 it landed between 90% and 100% of estimate depending on service area. Money forfeited is priced at HHSC’s estimate; money collected is HHSC’s realized figure. The two are never subtracted from each other.

Operators come from CMS’s Nursing Home Provider Information file (chain name, processed 1 July 2026), which covers 889 of the 1,018 Texas QIPP facilities across 48 chains. The remainder are shown as independents. HHSC’s own owner column names the NSGO’s sponsoring hospital district rather than the operating company, so it is labelled as the IGT sponsor and never as the operator.
